For the record some of the villains in the TV adaption of Fargo are among the best I've ever seen: Lorne Malvo, played by Billy Bob Thornton in Season 1 is as close to Ledger's Joker as I've ever seen: if I were to ever write a book on Fargo, I would start my description of the series with Alfred's sumamry of the Joker. There's a speech he gives to a cop who pulls him over that is one of the most frightening things I've ever seen on TV. David Thewlis' version of Varga, a British villain who never physically harms anyone, but is the unbridled version of capitalism is villainy personified in how he talks. You know there's a flaw in his logic, but you can't figure out what it is. Season 3 ends with him in the room with a suspect, and we have no idea whether he'll pay for his crimes or walk away: not even the writer was willing to say in the final description. And Buffy may be in disregard, but there were some great villains. The favorite of most fans: Mayor Wilkins, a kind, folksy politician who wants to turn into a giant snake demon. The thing is, for pure evil, he sees things far clearer than most of the characters. there's a speech he gives explaining purely and simply why Buffy and Angel have no future ("And not just because I plan to kill both of you) that is one of the most devestating things I've ever heard on TV.
